The Administrative staff makes every effort to quickly inform the seminary community of crimes that represent a threat to the safety of students, faculty and staff.
Campus Crime Statistics/Clery Act Reporting
Each fall, as required by the Higher Education Amendment of 1990, Phoenix Seminary publishes a Clery Act Report (security policies in Student Handbook) and Campus Crime Statistics. This updated report is available by on bulletin boards in student, employee, and public areas of the campus. It has also been distributed to current and in-coming students.
Student Right to Know & Campus Security Act
The Student Right‐to‐Know and Campus Security Act requires colleges and universities receiving federal funds to notify community members as to who is considered a campus security authority. The U.S. Department of Education defines a campus security authority as (1) a campus law enforcement unit; and (2) an individual or organization specified in an institution’s statement of campus security policy as the individual or organization that has significant responsibility for student and campus activities, but does not have significant counseling responsibilities. For the purposes of meeting the requirements set forth in the act, Phoenix Seminary campus security authorities include:

All campus security authorities are required to report criminal occurrences to the Scottsdale Police Department who have the only authority to arrest. Campus security authorities will document all crimes reported to them using the Crime Incident Report Form. It is the responsibility of the campus security authorities to investigate reports of criminal activity on campus. Students may make a voluntary confidential report to the Director of Human Resources or the Dean of Students by stating so when making a report.
Timely Warning Policy
A Campus Crime Alert / Timely Warning is issued to heighten safety awareness and to provide students, faculty, and staff with timely notification of crimes that are considered to represent a serious or continuing threat to the campus community. The alert will provide pertinent information related to the crime and suspect, and will also seek information that may lead to arrest and conviction of offender(s). The Director of Student Services or Campus Manager are responsible for preparing and issuing Alerts / Timely Warnings, and will make the decision as to whether to issue an Alert / Timely Warning on a case‐by‐case basis considering the facts surrounding a crime, including factors such as the nature of the crime, the continuing danger to the campus community, and the possible risk of compromising law enforcement efforts. Information for Alerts / Timely Warnings may also come from other law enforcement agencies or other officers. Alerts/Timely Warnings are issued to the campus community as soon as pertinent information about the crime is available. Alerts/Timely Warnings are delivered by e‐mail and posted on bulletin boards on campus. Campus Crime Alerts/Timely Warnings include:
- A description of the incident and type of crime, including location, date and time of occurrence
- A physical description of the suspect, including gender and race
- Composite drawing of the suspect, if available
- Apparent connection to previous incidents, if applicable
- Race of the victim (only if there was an apparent bias motive)
- Sex of the victim (if relevant)
- Injury sustained by the victim
- Date and time the campus alert was released
- A notice to the campus community to exercise caution

Each fall, as required by the Higher Education Amendment of 1990, Phoenix Seminary publishes a Campus Crime and Security Report. This updated report is available on the Phoenix Seminary website, in each Campus Director’s office, and on bulletin boards in student, employee, and public areas of the campus.

Crime Log
All crimes reported to the campus security authorities are kept in the Crime Log. The Log will include the nature, date, time, and general location of each crime as well as its disposition if known. Incidents are to be included within two business days but certain limited information may be withheld to protect victim confidentiality, ensure the integrity of ongoing investigations or to keep a suspect from fleeing. The Log is publicly available during regular business hours and is located in Human Resources.

Emergency Response, Evacuation, and Notifications
Emergencies, accidents and injuries can happen at any time and place. Being prepared mentally and physically is the best defense. Each of us must take a pro‐active approach and although not every incident can be covered here, the following procedures can help you should an emergency or accident arise:
- Familiarize yourself with your surroundings
- Know the locations of the exits – there are three stairwells marked with exit signs
- All classrooms and the student lounge have fire/emergency escape plans by the doors – make yourself aware of the closest exit
- Know the locations of the fire extinguishers and how to use them
- Know where the closest phone is to call 911
- Be aware of what is going on around you
- Lock your car and don’t leave valuables in it
- Have the security guard walk with you to your car if you feel uneasy or see any unfamiliar people on campus
For all life threatening accidents or those involving serious injury, call 911 immediately. If a non-life threatening accident or emergency takes place between 8:30 and 4:30 pm Monday through Friday, please report it to the Receptionist or Human Resources. If it takes place outside of those hours and days, please report it to your professor or the security guard on campus.
The Director of Student Services or Campus Manager will preparing and issue Emergency Notifications if needed.
Accident Response
- In case of a medical emergency, call 911 immediately
- If the accident or injury is not serious, contact the Receptionist, security guard or your professor
Fire Response
- Vacate the fire area
- Call 911
- Evacuate the building using the stairs – DO NOT USE THE ELEVATORS
- Notify the Receptionist, security guard or your professor
Suspicious Persons on Campus
It is sometimes difficult to determine who does or does not belong on campus. There are situations where a person’s actions such as prowling parking lots, looking into cars or verbal comments raise suspicions. We depend on faculty, students and staff to notify security immediately if you encounter an individual or situation you feel is out of place or suspicious.
Policy for Preparing the Annual Disclosure of Campus Crime Statistics
All campus security records compiled and maintained by Phoenix Seminary shall be considered law enforcement records and are governed by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998 (formerly the Crime Awareness and Security Act of 1990). Each fall, as required by the Higher Education Amendment of 1990, Phoenix Seminary publishes a Campus Crime and Security Report. Phoenix Seminary does have a voluntary confidential reporting system for the annual crime statistics. To make a confidential report, please see the Director of Human Resources or the Dean of Students and state that your report is confidential.
Safety of and Access to Campus Facilities
Phoenix Seminary makes every effort to maintain a secure campus. The campus is well‐lighted, landscaping is maintained and has a security guard on duty Monday through Friday, 4:00 pm to 10:30 pm. The security guard actively patrols the parking lot and is available to escort students to their cars after evening classes.

The campus security authorities will report criminal occurrences to the Phoenix Police Department who have the only authority to arrest. Campus security authorities will work with state and local agencies when a crime occurs. Phoenix Seminary encourages its students to make accurate and prompt reports of all crimes to the campus security authorities and the Phoenix Police Department.
Programs to Inform Students
Security procedures and preventions are listed in the Student Handbook and are discussed at New Student Orientation held at the beginning of each academic year.
Phoenix Seminary has a policy of no alcoholic beverages on campus or at any school function. Underage drinking laws and laws regarding possession, use and sale of illegal drugs will be strictly enforced. Students must adhere to the Student Conduct Policy located in Appendix I in the Student Handbook.
Students in Distress
Counseling is available to students who are distressed in any fashion. This includes alcohol and drug dependence and/or abuse. This policy is listed in the Student Handbook. A list of drug and alcohol counseling, treatment, and rehabilitation programs available to students are listed in Appendix I of the Student Handbook.
Responding to a Sexual Assault
Should a sexual assault occur, contact the police and/or the campus security authority immediately. It is important to preserve evidence for proof of a criminal offense. The Director of Human Resources or the Dean of Students will be available to assist you in any way. Should a student request a change in their academic registration or schedule as a result of a sexual assault, Phoenix Seminary will honor that request if the change is reasonably available. The accuser and accused are entitled to the same opportunities to have others present during any Seminary imposed disciplinary proceedings and both shall be informed of the outcome of any institutional disciplinary proceedings brought alleging a sex offense. Victims’ Rights in Arizona
Anyone reporting a crime including sexual assault is afforded the following Basic Victim’s Rights in Arizona:
- To be informed of rights at various stages of the process.
- To be treated with fairness, respect, and dignity.
- To receive notice of proceedings.
- To receive notice of offender’s release.
- To attend proceedings.
- To be heard at proceedings.
- To confer with the prosecutor.
- To a speedy trial and disposition.
- To refuse an interview with the Defendant or defense attorney.
- To prompt restitution.
